There’s no denying it since it was caught on video.
A recent video surfaced showing Democrat Rep. David Cicilline pulling down his mask during the House floor session and sneezing into his hand.

Cicilline can be seen behind Rep. Yvette Clark while she was speaking, and before sneezing, he is seen pulling down his mask. He sneezes into his hand, then leaves his seat before returning and placing the same hand on Clark’s shoulder.
